Trey J. Blocker, Founder of Stalwart Strategies, is a native Texan with more than twenty years of political, legislative and legal experience. He represents a wide range of clients, from small trade associations to Fortune 100 companies, before the Texas Legislature and state agencies. His work spans diverse policy areas, including technology, taxation and oil and gas. Trey also counsels elected officials, candidates, corporations and PACs on campaign finance and legislative ethics, helping them navigate and comply with Texas’s complex regulatory landscape.

LEGISLATIVE
ADVOCACY
Blocker began his career in 1995 as an intern in the Office of the Governor of Texas, quickly advancing from the mailroom to the executive suite. He later served as legislative director to several state representatives and as Chief of Staff and General Counsel to a senior state senator. After earning his law degree from the University of Texas, he joined one of the state’s top law firms, focusing on litigation, lobbying, and ethics counsel, particularly in eminent domain and land-use matters.

ETHICS
ADVISORY
Ethics Advisory Blocker’s political work includes managing multiple Texas House campaigns and successfully leading a 36-county race for an open Texas Senate seat. During these efforts, he began advising candidates on campaign finance compliance, a focus that has grown into more than fifteen years of experience representing clients before the Texas Ethics Commission, establishing and operating PACs and providing comprehensive guidance on ethics and regulatory compliance.
